Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.

CARROLL COUNTY

Citizens Enterprise Corporation – Union Bridge Solar (PSC Case 9483): Proposed 8.2 MW solar array on an approximately 65-acre site near the town of Union Bridge; facility footprint will be approximately 34 acres.

FREDERICK COUNTY

Coronal – Biggs Ford Solar (PSC 9439): Proposed 15 MW solar array on a 151-acre site near the intersection of Biggs Ford Road and Dublin Road; facility footprint is approximately 135 acres.

  • The Commission remanded the case back to the Public Utility Law Judge to allow the Applicant to apply for floating zoning reclassification (Order is available at the PSC Case Jacket Item #64).

  • A public comment hearing is scheduled for 19 September 2019.

KENT COUNTY

Urban Grid – Morgnec Road Solar (PSC Case 9499): Proposed 45 MW solar array on an approximately 471-acre site near Chestertown; facility footprint is approximately 232 acres.

  • A public comment hearing was held on 24 April 2019; a second public hearing will be scheduled for October 2019.

PRINCE GEORGE’S COUNTY

Energy Ventures – Mattawoman Solar (PSC Case #9469): Proposed 10 MW solar array; facility footprint is approximately 57 acres.

  • A public comment hearing was held on 6 June 2018.
  • The procedural schedule for the project is currently suspended.

Mattawoman Energy – Mattawoman Energy Center (PSC Case #9330): Requested CPCN Amendment to replace cooling towers with dry cooling, increase aux boiler rating, and increase emergency generator HP.

Spectrum Solar LLC – Spectrum Solar (PSC Case #9608): Proposed 5.6 MW solar array; facility footprint is approximately 30 acres.

QUEEN ANNE’S COUNTY

OneEnergy/Avangrid – Bluegrass (PSC Case 9496): Proposed 80 MW solar array on an approximately 539-acre site; facility footprint will be approximately 487 acres.

WASHINGTON COUNTY

Community Energy – Perennial Solar (PSC Case 9408): Proposed 8 MW solar array on an 86 acre site in the unincorporated community of Cearfoss; facility footprint is approximately 70 acres.

  • This case was the subject of judicial review and litigation, which was recently concluded. A new procedural schedule is in preparation.

Kieffer Funk Solar, LLC – Kieffer Funk Solar (PSC Case 9495): Proposed 11.8 MW solar array on a 167 acre site in Smithsburg; facility footprint is approximately 80 acres.

  • The first public comment hearing was held on 13 March 2019. The second public hearing was held on 10 July 2019.

TRANSMISSION LINE PROJECTS

Transource Independence Energy Connection Project (PSC Case #9471): Two new double-circuit 230 kV transmission lines are proposed for construction. The entire project will span 45 miles in both Maryland and Pennsylvania. Approximately 7.5 miles of the transmission line will be located in Maryland; one 3.1-mile section in Harford County and one 4.4-mile section in Washington County.

  • Public comment hearings were held on 27 April and 18 May 2019.

Key Crossing Reliability Initiative (PSC Case #9600): Replacement of existing 230 kV subsurface transmission line under Baltimore Harbor nearing end of useful life with new overhead transmission line paralleling Key Bridge.
